I'm not sure what Will Cain had in his ears that blocked him from hearing the truth of the statement: Red States down south are extremely poor, and the poor rural whites in those states overwhelmingly vote for Republicans. The poor Blacks may vote Democratic, but the white majority goes GOP. (Incidentally, that drags those states down in the modern economy, because GOP policies are the ones currently crippling services in those states.)
